Is this person eligible for SSI or SSDI (based on this description)?

I guess the question is - can he work? or does he work? If he is unable to work because of his facial shot then he should file for disability. The missing hand won't get him entitled; a person must be missing two limbs at least for that to be considered disabling but he might become entitled due to the head injury.
